The Kharkiv Regional Military Administration (KRMA) has stated that it had no involvement in the appointment of businessman Mykola Udianskyi as the Honorary Consul of Romania in Kharkiv. This is stated in the administration’s official response to an inquiry from KP.
The administration emphasized that responsibility for approving Udianskyi’s appointment lies solely with the Ministry of Foreign Affairs of Ukraine and the Ministry of Internal Affairs of Ukraine.
“According to Paragraph 4, Section II of the Regulations on Honorary Consuls of Foreign States in Ukraine and Consular Offices Headed by Such Consuls (approved by Order No. 591 of the Ministry of Foreign Affairs of Ukraine dated December 17, 2021), the decision to grant consent for the appointment of an honorary consul is made by the Minister of Foreign Affairs of Ukraine with the approval of the Ministry of Internal Affairs of Ukraine,” the administration’s response states regarding the circumstances of Udianskyi’s appointment.


As previously reported, in November 2024, Mykola Udianskyi was added to the Myrotvorets Center database over alleged links to criminal circles, cooperation with Russian citizens, fraud, and possible money laundering.
During one of the industry’s conferences, Udianskyi himself stated that while operating his cryptocurrency exchange Qmall, he bypassed restrictions imposed by the National Bank of Ukraine, violating regulatory requirements, particularly those concerning peer-to-peer (P2P) transfers.
Copies of what were reported to be his Russian passport and official responses from the Federal Migration Service of the Russian Federation were also published. According to those documents, he possessed a valid Russian passport at least until 2023.
More recently, economist Borys Kushniruk published copies of Udianskyi’s passports, which he says demonstrate that Udianskyi has held Mexican citizenship since 2019 and Romanian citizenship since 2023.
Mykola Udianskyi was appointed Honorary Consul of Romania in Kharkiv on March 1, 2023. According to information published on the KRMA website, Yevhen Ivanov, Deputy Head of the Regional Administration, attended the appointment ceremony on behalf of the Head of the Administration, Oleh Syniehubov.
The ceremony was also attended by Romanian Ambassador to Ukraine Alexandru Victor Micula, Kharkiv Mayor Ihor Terekhov, and representatives of the diplomatic corps.
KP has requested comments from both Romanian Ambassador Alexandru Victor Micula and Kharkiv Mayor Ihor Terekhov regarding the circumstances surrounding Mykola Udianskyi’s appointment as Honorary Consul of Romania in Kharkiv and whether he is suitable for the position.
